This guide is for all employers, head teachers, governors, vice-chancellors, occupiers and owners of premises where the main use of the building or part of the building is for educational purposes including:

- Universities
- Academies
- Crches
- Adult education centres
- Outdoor education centres
- Music schools
It does not apply to residential premises such as university halls of residence, boarding school sleeping accommodation.
