About the Author

John Collins and Philip Moren

John Collins OBE DipArch(Birm) SPDip RIBA FRTPI is a Past President of the Royal Town Planning Institute (RTPI) and a Past Regional Chairman of the RIBA in the Northwest, and has practised at different stages of his career as an architectand as a town planner. He has worked in local government in Birmingham,Coventry and latterly as County Planner of Cheshire. This followed a four-yearspell in the private sector as an associate in an architectural and planning consultancy.He has experienced life as a civil servant both in the UK and overseas andhas run his own planning consultancy, including a short period on the board of aDevelopment Corporation. Currently he is a consultant to the Tweed NuttallWarburton practice in Chester and represents the RTPI and Urban DesignGroup on the city’s Conservation Area Advisory Committee.

Philip Moren BA(Hons) MRTPI is a planning consultant and writes extensively onplanning issues. He has worked for three local authorities and two nationalconsultancies. His current responsibilities include acting as a consultant Inspectorwith An Bord Pleana´ la, dealing with planning appeals in the Republic of Ireland.He is also a regular contributor to Development Control Practice, one of the planning profession’s main reference works. For several years, he was co-compiler of Planning magazine’s Development Control Casebook – a weekly legal and planning appeals digest – and editor of its Forum Q&A slot, in which he replied toreaders’ planning queries. He has extensive experience of the planning systemsin England, Wales, Ireland and the Isle of Man, advising both public and privatesector clients, and has been a guest speaker at various seminars and workshopsfor property professionals, including RIBA and RTPI CPD events.
